The movies don't detail it but it was tyrannical as fukk, properties were getting juxed by the empire, people were getting snatched and conscripted, harsh labor with no pay. And they had a fukking planet buster to keep folks shook.
The EU also explains that the empire was pushing human supremacy non-humans were made second class citizens which is why you didn't see alien officers/soldiers in the OG films.
they were getting shytted on. So I guess you'd be somewhat alright in the SW universe if you were a human until the empire decided they wanted your shyt or for you to fill their ranks.

But he has way less means too. He came from nothing and rose to the top through sheer talent and skill. Basically did most of his recruiting off of power and charisma.
His main problem is that he was everything but calculated. Besides all that, hadn't Harry been the cheat code, he would have won all of it easily.
Oh, and 1v1 Voldemort would wreck Palpatine something nasty.
