I'd still give it to Palpatine though. Palpatine had an entire galaxy and the Death Star. Also Voldemort's strength was also his weakness. He wanted total control and power. I don't think he'd be capable of even delegating a manager like Darth Vader to control a significant weapon like that. He'd be too paranoid about Darth Vader's ambitions.

My point is that as powerful as Voldemort was, his power was finite. A hundred aurors could easily kill him. Palpatine understood this too, that he was no match for 10,000 Jedi. So he put his ego aside and got the clones to wipe out the Jedi, which took great planning and precision. How long could Voldemort really have ruled before being taken out?
