No they wouldn't. First of all, Schools are limited to how many roster spots they can provide. There are plenty of athletes that would take less money elsewhere if it A. means they could play in a geographic location of their preference (i.e. close to home, weather, city, etc) B. Means they'll get playing time so they can then have an opportunity to go to the Professional level and get paid even more. C. Why so you keep thinking only the current Powerhouses are the ones who have the ability to pay to play? No, those are just the schools willing to bend the present rules against pay to play. If you remove those rules they'll be FAR greater schools, alumni, organizations, businesses, etc willing to take the risk. Let''s say the average Alabama athlete gets paid $50,000. Over an 80 man roster that's $4,000,000 a year. You think other schools won't be able to muster up $4,000,000 a year if it means they have an opportunity of making back $50,000,000 a year??
But why do you keep ignoring the fact that BIG Time programs are already skirting the rules and paying athletes?
I worked in my school's athletic department. Do you think it's just a coincidence every football player majors in Communications, Criminology, Criminal Justice, and Sociology?

If athletes would so easily take less money to play elsewhere why do they still pile into the same top schools only to be redshirted and have someone come in for their spot the next year? Do these programs offer something that others don't?
I got a home girl who coaches volleyball she says she got girls passing up schollies (money) cause they feel they're too good for the school but they don't have any other offers
There's a reason every school doesn't pay 4 million a year cause 1 not every alumni base cares about it like that 2 most aren't making money that you would think to be able to give money to ALL sports.
And have you met a college athlete? You worked in the department so I'll take it you have, a lot of these cats are imbeciles they get placed in the easiest majors possible to keep them eligible and in school period. Cause lord knows a lot of them wouldn't even be in school if it weren't for their athletic abilities.
