Convict leasing is just a modern way to exploit the labor of human being through the lens of prison economics. Prisoners have been used as labor for the longest but what changed was increasing the amount of prisoners and therefore increasing the supply of exploited labor which disproportionately affects Black men.

Black women are woeth 34k a year in prison.

White men are worth 17k in prison.
White women somewhere around 6 to 11k.

Plus this country has used economic slavery to criminalize the homeless in this current white supremacist regime. So as soon as ai cuts your job and you are on the street. With no affirmative action to save you. You could be in jail as well.

we saw within our lifetime drugs and drug related issues morph from "crime" punishable by years in prison to turn into "mental illness"

And this is barely mentioned, but before the so called crack era starting in the mid 80s, powder cocaine in the late 70s onward was the matter of concern. It was primarily associated with white high life so , just like now, it was presented to the public as an illness in need of medical care.

"crime" is a political tool that gets turned on and off to serve needs
