He's a 25 year old RFA, those always get over-paid. Especially ones who have actually shown improvement and still have room to grow like THJ.

He's almost undoubtedly opting out of that 4th year too, just based on natural inflation. Makes a lot more sense for the Knicks to take this chance on him, they have a foundational piece in KP and are trying to gather quality pieces around him. Hawks need to decline and fully embrace their tank.
