US military bases in other countries are voluntary. If the governments of said countries requested the US to leave, then the US has to leave.

For example, the US left a naval base in the Philippines in 1992 (Subic Bay). In 2022, the Filipino government REQUESTED for the US to return to that particular base (and that's what happened).
