The core of what you're saying is on point, but you left out an important point. The celeb factor is what drives general interest in any documentary or news story. The recent college cheating,for example. If there weren't two hollywood faces attached to the story it would have gotten less coverage and attracted less interest. Fewer people would have cared.
MJ is perhaps the most famous person in the history of the earth, his death LITERALLY made the world stop.R. Kelly is one of the most popular American entertainers of the last 30 years. Both artists had PUBLIC trials in the past regarding the same subject that is resurfacing now.
Weinstein is a behind the scenes guy that most people never heard of before he got aired out last year.
Of course documentaries about MJ and Kelly would draw larger audiences than the one about Harvey Weinstein.

She claims that when she moved toward the door to leave, Weinstein lashed out, saying that she needs to lose weight “to compete with Mila Kunis.”
6. Ambra Battilana Gutierrez, an Italian model, can be heard being pressured by Weinstein in audiotapes from a New York Police Department sting in 2015. In the tapes, he seemingly admits to groping the model on the previous day. Weinstein reaches a settlement with Gutierrez, according to the Times.

The Weinstein story was one of the main stories in US news for the past few years and his actions was the driving force for the #metoo movement.
