Now there are times when the police SHOULD do somethign and they take it to lightly but it's hard as hell to determine exactly when to apply "common sense" as you say, vs applying "the law".

When i call the cops for "someone suspicious" they're on their game and are there in like 2-3 minutes. When I go to my grandmother's house in south Phoenix and you call in someone suspicious you're looking at a 10-20 minute wait.
