Depends on the degree its being applied to.
A license is generally signifying that you're an expert and in his field, that would mean being able to give prescriptions or designate therapies and maintain patients.
A certificate is like he took a course over a week or two and he is qualified to do a smaller and narrower number of things.
Its like asking whats the difference between a nurse and a doctor.
He says he has a PhD in clinical psychology, just no license...
I guess he didn't do enough prep hours?

I get you're point BUT you are saying it wrong... You can go to school and get your degree.
BUT you don't become LICENSED UNTIL YOU PASS THE BOARDS...............UNTIL YOU pass the boards to CANNOT practice in that field of study and therefore you CANNOT CALL yourself a doctor, pharmacist, psychologist, etc...
So Umar MAY have completed a course work for his field of study and graduated but if didn't sit before the board and pass his NATIONAL certification then he is NOT psychologist.....
LICENSED AND CERTIFIED are mutually inclusive....
Again I completed pharmacy school but I could NOT call myself a Pharmacist until I passed the boards....
