some countries have a constitution. others don't.
some care more about their people (ex. germany, scandinavian, switzerland) than others (uk).
look at closed circuit tv, ANPR etc. some countries overdo it (uk) and ignore citizens rights to privacy. others block google street maps and push big tech privacy laws.
