Originally it applies to short people, but it can be used on any person.
Elon is filthy rich but clearly insecure. He feels inferior to some people and he does all this loudmouth desperate aggressive nonsense.
The reason he bought twitter is that he expected to become a dominant figure on social media, but in reality he was pressured into overpaying for it and turns out many workers don't wanna do what he wants and many people don't wanna use his platform anymore.
Musk is now angry because he thought a whole twitter world would obey him just because he bought it.
