8. Great promos. Can give you a dark promo or he can be quite funny. I gave him an 8 because doing crazy stunts like diving off a cage doesn't make you a great wrestler. He was a great seller. Always put his body on the line to make his opponent look great. But on the offensive side, he wasn't that great.

Even though I went with a 9 I agree with most of this. Hell Foley admits himself that he was so used to selling that his offense suffered throughout his career. Regardless he still has a catalog of great matches. Obviously great promos. After going back and watching a bunch of the old WWF Raws from his run and I actually became a bigger fan of his and appreciated his work.
