Umm HELL no. And I think the term X-Pac heat started during his 00'-01' X-factor stable run not his 98' DX run.Because he was 180 pounds, not a good promo, and the main event scene was dominated by Rock and Austin, two genuine superstars. That doesn't mean X-Pac wasn't over. He was never lacking in heat, which is the opposite of turn the channel/go away heat.
He ended a lot of house shows doing the beer bash with Austin in 1998. People forget that X-Pac was as over as anyone that wasn't Austin or Rock in 1998. He was definitely much more over than Mankind was at the time of Mankind's main event push.

He had no classic matches or rivalries, he had no popular catchphrases, he had a bronco buster.
He was treated like the annoying sidekick, because that's what he was.
He was the Unpopular Person surrounded by VERY popular people.
Even his DX theme was terrible, and sounded like somehting he begged that lead singer to do, which he then did in his living room alone.
Because there was no bass or drum or anything to his theme, you could LITERALLY hear how much the crowd didn't give a shyt when he came out.
The silence was deafening.
