It’s not that simple. The sony studio that worked on bloodborne with From no longer exists.I mean, they've publicly said they'd like to make one and the ball is in Sony's court. Beyond that I don't think pitching it would change anything. Sony is basically sitting on a hit franchise for seemingly no good reason.

They’d have to pay From a hell of a lot of money to pull them off their own games to develop a Sony IP.
It’s more likely that if Bloodborn 2 is ever made it will come from another studio entirely
