I saw something corut this earlier. Its pretty straight forward.

Say you want to make takes breaks for the lower and middle class permanent. Increase the top bracket. Raise corp rates. Use that money for the social programs people crave.

While that my be their intention the language used comes across as tepid and uncertain.
