Black farmers did not get their due. Black farmers sued the USDA some time ago; subsequently, a number of other groups (natives, Hispanics, women) sued the USDA as well.

Relief was approved for "economically disadvantaged" farmers regardless of ethnicity. Some of that relief has been earmarked specifically for women and persons of color.

There are also training programs specifically targeting natives, Hispanics, and so on.

None of it has been set aside exclusively for black farmers. There was a previously settled class action suit for that, it had nothing to do with Harris or Obama.
