Republicans are never going to "get tough on immigration". Cheap labor is the cornerstone of the American economy and lines their pockets; It's the American way. They face a conundrum of giving hispanic immigrants rights or continued denigration of black US citizens, and IMO they'd rather the former than the latter.
As long as yt people have places to move away from immigrants (and black people), they'll be all bark and no bite. They could have been built the wall or passed legislation.
