Country has always been corrupt. But you occasionally have people like FDR come along and even the playing field a bit.

But the 1990's is when Democrats decided to turn full heal. And get more of that special interest money. They passed everything Republicans couldn't concerning trade, bankruptcy, crime you name it. Many of them like Biden voted for the original H1B visa bill.

He (Elon, David Sacks, Vivek and the rest of big tech) can get what they want by exploiting cap-exempt pathways, visa renewals, and through strategic use of the sycophantic pro-business leadership he installs at DHS and USCIS who will have the power to reinterpret existing rules and regulations.
