Now, imagine what impact they could have if they actively tried to harm the American population. That is why a foreign adversary can't own the most popular app in the country that people that people use for ~10% of daily conscious activity. That type of influence is unrivaled and can step on the scales of a democracy in subtle ways.
The fact that they sent a push notification to millions of users to reach out to their congresspeople just reinforces the potential power they can wield.
