One of the main things they started doing a little over 20 years ago was just put Engineers and Scientists all over their government, their entire board at one point was nothing but Scientists and Engineers:
You couldn't earn a seat in Chinese government without being an engineer for quite some time.
Meanwhile our Congress is full of people who legit don't know how to use Wi-Fi properly.
That said, the smartest person in our Congress is Thomas Massie who's an M.I.T graduate with a BS and MS degree in Electrical Engineering, but that dude is a batshyt crazy Republican although it's funny he's anti-Israel on top of that. That guy stays going at the AIPAC and has been a straight up enemy to them.

I think even that Physicist Sabine Hossenfelder said sometime recently our government's bullshyt parties/politics (Republicans) is so counterproductive and sabotages real progress which has allowed so many dictatorship governments (like China) to just fly right by in many categories. We literally had four years of anti-science and they want to bring another four-eight years more of it.
Then in the meantime you have people all on youtube and social media stateside spreading "broscience" instead and and accusing some incredible engineers and scientists who legit are at the top of their class as being DEI hires. shyt is a mess. They really can't handle the fact they aren't the star of the show so they want to sabotage everyone else. It's funny how they also say the pronoun shyt is impeding progress, no it's Republican bullshyt that impedes the most progress but half this dumbass country votes for them to take government and congress positions.
I say the same thing when I see folks post gender debates, diaspora infighting etc trying to score a hot thread off controversial topics. lol tired of seeing that ignorant shyt
China is a country with a billion plus people , so of course they going to produce more engineers and research paper . If china wasn’t considered a threat by the U.S , they would have taken India’s place and all of these tech companies CEO would have been Chinese instead of Indian .
They steal a lot but they also build a lot. Having a centralized government with one vision has some perks. Communist governments always excelled in this area because they don't have to argue about it, it just gets done.
Over here they would be nitpicking thru budgets for years and debating the merits of some of these projects. The west is more advanced but slower to actually put tech to use for the general public

On average, papers from China tend to have lower impact, as measured by citations, than those from America, Britain or the eu. And while the chosen few universities have advanced, mid-level universities have been left behind. China’s second-tier institutions still produce work that is of relatively poor quality compared with their equivalents in Europe or America. “While China has fantastic quality at the top level, it’s on a weak base,” explains Caroline Wagner, professor of science policy at Ohio State University.
This is like shopping for Chinese products, you can find them at different price ranges, and they come in different levels of qualities. There are indeed paper mills in China and low quality research works, which is also a well known issue in China
Even if we dismiss half of all Chinese STEM graduates as cheats and unqualified for their jobs, China still has twice as many qualified graduates as the US, then you have to consider that many graduates from US universities are Chinese nationals, too.
