Publishers would have to definitively move to next-gen and lock off last gen
Once PS5's and XBSX become more wildly available, last gen is too viable of a market to completely give up. It'll just come with time, just longer than what were accustomed to.
It stands to reason that it didn't take the Unreal team a super long time to roll this out, once dev teams learn their way around the new engine it's game over. Maybe summer 22 is when we start seeing some heat
