Omar didn’t seem to know Mouzone as well as everyone else. If he did he wasn’t asabout it
Tbf, the 'everyone else' you're referring to were just Avon and Prop Joe (and maybe Stringer) - basically the kingpins, whose business it is to know the players in other towns. I cant remember well, but I dont recall any other character knowing who he was before he arrived. Even Cheese who works for Joe didnt know who Mouzone was when he was confronted by him.
And as far as Omar goes, as you implied, it wouldn't of made much of a difference even if he did know who Mouzone was.

Was Prez already with the police department before he married Valchek's daughter?......Or did Valchek pull some strings to get him put on?

I don't think so.. First time we hear from Valchek, he's trying to pawn him off on Daniels and says something about this goofy piece of shyt married my daughter. It never seems like he likes him or even wants him around. Just tolerates and does shyt for him cause it'll trickle down to his daughter

yeah i get you but at the same time its not like anybody was taking lex serious even after he caught that body. little kevin been talked about since the 1st season i think, unless its a different little kevin cause they never actually show him but stringer does mention how a “little kevin” caught one, so he already had some sort of status to be afraid of lex who noone took serious and was seen as somewhat of a joke
