I'd worry if you're prioritizing supply runs instead of self sufficiency.
As for navy personnel, if they're taking orders from regular civilians they're no longer navy. shyt could get Pegasus/the governor/Jericho ugly when someone with legitimate authority rolls through.
Boats require maintenance. Who's maintaining them? Same with the building and supply runs. What happens to people who don't pull their weight, or Tom Sawyer others?
What is the decision making on refugees, and defense?
If your political game ain't top notch, might as well die in the first wave.
