Cerys is more focused on agriculture. I wonder if you pick Hjalmar if he'd actually send troops to Kaer Morhen rather than come with a tiny squad.
Picking Hjalmar is the worst option he sends the islands into a civil war instead of uniting them...he is nearsighted whereas Cerys is the smarter option of thinking first before she does things...
