One of the major complaints people had about "Hearts Of Stone" is it didn't add any new areas and was mostly contained to a (relatively) small part of the main map.

This is an entirely new region. It's relevant in that it addresses that complaint.

You can play "Hearts Of Stone" at any time. If your character isn't high level enough you can play the expansion as a pre-made level 32 character.

You gotta be 35 for "Blood And Wine".

Not sure what the NG+ equivalent of those levels are.
