The point isn't dumb at all. Do we talk to fish at the bottom of the sea? Insects? There's plenty of species that we haven't or don't know how to communicate with or have any interest in communicating with. Your view of "dumb" is based on the limitations of our current knowledge and situation.
You're making a category error. We don't communicate with those things because we don't think they're capable of communication in any meaningful sense, not because they're "too far below us". If we found out that fish and insects could communicate as well as birds and mammals do, then of course we'd start trying to communicate with them too.
