It's not that simple. You can't search every car coming into the state. A lot of the guns come from Indiana, a lot come from southern Illinois, and some come from Wisconsin and Michigan. The demand for illegal guns is high in Chicago, and people are making a lot of money getting them there. Illinois as a state and Cook County as a county have restricted guns to the point, the only ones that feel the effects are law abiding citizens. These lil bangers from the city are not going to gun shows and using loopholes in the law to get guns. They gun them from the Russians, and Italians and then all the little stragglers sellin small arms trying to make a quick buck. It's all black market. The way they get their guns is already highly illegal. Making the laws stricter won't solve anything.
You know in Chicago, people get arrested for possessing a handgun, even if they use it to protect themselves during an intrusion. The Supreme court finally concluded that Cook County could not stop people from owning handguns, so Mayor Daley (at the time), wrote up a law that said you have to take a course and get a license, and if Im not mistaken it's 500 bucks total, and you have to own the gun to take the course. Dont quote me on that, but basically, it's extremely difficult for the general public to obtain in a timely manner. Even still, after you have the licensing, you can only have the gun in you immediate dwelling. So if you go out to your garage with your gun, you're breaking the law. It doesn't make sense.
Now Illinois is developing a concealed carry law (another fight they lost in the Supreme Court). There are ways to responsibly handle guns. Education is probably the best way. and I mean for law abiding citizens. Criminals don't really care about gun safety.
The only people that become disarmed with more strict gun laws are the citizens, who need the guns the most.
