Nah there's no problem in people having individual agendas, this has been the way of humans generally. Brothers before cousins, cousins before friends, friends before strangers.
Iindividual agendas are ok, Pan Africanism doesn't say don't have a individual agenda, the Portuguese looks out for the Portuguese before he does a German, the German looks out for the German before he looks out for the French, but when it comes to the topic of carving and benefitting economically from Africa they literally have conferences to come together and conquer a common 'enemy'.
It makes economic sense for the Europeans to work together, I think the same is true for every groups of African descent people also.
