It's going back to being developmental, which is what it always should've been. HHH tried to have his own little indy promotion under the WWE banner, and he was holding onto valuable talent for years. They now have 3 future stars in Steiner, Hayes, and Cora Jade. NXT is there to replenish the main roster and nothing more.

Carmelo Hayes is going to end up in the same situation just like other dudes of his stature on the main roster that have the same skillset. The fact that HHH/Michaels are high on him won't change that
