Its worked for certain people (Roman, Gunther, Bianca) because it makes storyline sense and historical sense for the titles, but it hurts other people in the division who are supposed to be on Seth's level. This all feels like payback to Seth for eating all those losses in '21 and '22

It's usually a case of a guy becomes heel, gets so over as a heel that the fans turn them face and push for them to win the title.
Then, they become champion as the face and the fans turn on him because they find babyface reigns boring....
Lose the belt to a heel that's seen as a draw or the new heel that they've gotten behind....rinse, wash, repeat.
....and that's if the babyface doesn't have to relinquish the reign due to any injury, thus saving them for the inevitable turn from the fans.
I'll always say: the money's always in the chase.
