The writing for the Penguin is really good.

When he goes off on these rants and speeches, you see how his philosophy and experiences influence his choices.

It's not about him being a good guy or a bad guy.
His talk about survival and self interest tell you who he is. Or at least why he is that way.

The thing that's interesting/depressing about Gotham's depiction here is that it's so damn huge that Batman can't barely be making a dent on none of this craziness.

People are barely aware he exists. He's not even registering as an urban myth. He'd need the whole Bat-family monitoring different quadrants 24/7 to make any progress.

Every other depiction felt like he basically owned every street and nothing got by him.
