It would literally be the first movie storyline ALL OVER again.
The antagonists are nothing alike:

To carry out their interests, they employ a breed of highly trained assassins known as Talons. The leaders of the organization appear to be human and wear white owl masks on their faces. The earliest history of the Court of Owls dates back to Gotham's earliest days in the 1600s."

It is the same story as the first movie.
Falcone was secretly in control of all of Gotham via corruption. This was presented as a mystery storyline.
Court of Owls secretly being in control of Gotham via corruption with Batman uncovering it is just a redo.
In truth they made Falcone too powerful in the first movie if they wanted to do a Court of Owls storyline in the future.
Being in control over a mayor so you can be a better crime boss because you have money is not the same as basically the Gotham Illuminati with highly trained assassins on deck.

That was one reason I think he did it too. Before he does the thing, Oz tells him he never saw the move he made to help Oz coming. Then the family line triggered him. He lost it all on the rise to the top when his mom turned on him. He either didn’t want it to happen again or didn’t want to see those close to him get clapped (Oz mentions family can be a weakness).
I don’t think he did it out of a temper. He was in a fairly reasonable state of mind when he did it. Wasn’t angry; maybe emotional, but it didn’t look enough to snap like he did with Al. Penguin may have a hot tempered, but I don’t think he’d do something without thinking of severe consequences. He likely learned with Al (why did he kill Al but not Vitti when he disrespected him? Oz knew he needed Vitti.)
Did you not watch the movie? Falcone WAS the Mayor.EVERY high ranking person answered to him.

The whole point of the first movie was to uncover his corruption.
Doing another corruption story is just redundant especially when they have LIMITED movies to make.
