I haven't seen the episode yet, but it sounds like Geordi in 'Galaxy's Child.'
It's like a dumbed down version of (IMO) the most boring episode of Black Mirror, "Be Right Back".
Except it makes no sense, because the cell phone had no access to social media servers (that were offline for 350+ years) so her entire "personality" was just based on texts and photos.
Even if there were enough information on her to build a simulation, there's NO WAY the holodeck would be able to build realistic versions of other people in that world. Not from just her phone texts anyway.
I don't think the show is very consistent with what they know about the 21st century. In one scene they act like they've all obsessively poured over and memorized all of the minute details of 1975-2020 pop culture. In another scene, they're like "Cigarette?...What is this bizarre paper cylinder that none of us have ever heard of except for the doctor?"
You can't go from making jokes about Avis rental cars (which a lot of the people in the audience probably won't get) to not knowing what a cigarette is.
