My OBS Settings:
Encoding - CBR (checked), Max Bitrate & Buffer Size = 3300 kb/s)
Video - 720p, FPS = 60
Advanced - Scene Buffering Time = 400, Use CFR (Checked)

Only thing that I mess around with really is the Bitrate to see how it comes out. Highest I've been up to is 3500, when I tried 4000 it was lagging the game up. I'm going to go back and check out the footage from just now and see what came out decent between when I had it on 30 and then 60 fps.
I might've found a setting that would fix my lag but then now I'm banned. There was a red warning message in my encoding settings that told me to change some profile to "main" or something. After I did that I noticed I was banned.

I think it's stuttering a little bit because of the video settings I have running for the game. It may dip below 60fps on the game, so if I'm streaming at 720p/60fps and my game dips it'll show up in the stream. I'm going to drop some of the settings down for the game to make sure I can keep it running as close to 60 as possible. I also turned off the V-Sync in the game, and I may turn that back on because that way I know it'll be locked at 50fps and won't have as much screen tearing.

You have to change the x264 preset then, what is that running at ?

You can try superfast see if that helps performance, your stream quality will look a lil worse though. Are you playing in windowed full screen or what
I'm playing in full screen mode

whats your computer set up like? 720p 60fps shouldnt be that taxing
Yeah I know... but I'm rocking:

CPU = i5-3570k
GPU = 7850 2GB
8GB RAM

I don't really have shyt running when I play besides the browser, OBS of course and maybe Lightroom or Windows Media Player

This is the latest clip that I uploaded today...

Am I just being too picky or is that as good as it'll get for me? This was at 720p/60fps in OBS. I'm running the game at 1080p/60fps

well to be fair, im hearing Titanfall still has screen tearing which is what makes your streaming seem worse

my computer streams every game fine BUT titanfall (after about 30 minutes or so)
