If it doesn't come with the camera and the move controllers I would say that it's too expensive.
I know target is running a sale on black friday for the PSVR headset alone for $200.
You can get the camera for about $40 and the move controllers for $50 a pair. (You can use the PS3 branded ones. I saw a local walmart had those for $10 a piece collecting dust. I didn't pick them up because I already have a pair. In retrospect I should have copped and flipped.)

$350 for everything is doable.
Better than the $500 my brother paid when he bought me my PSVR with the camera, 2 move controllers, and PSVR Worlds for my birthday last year.

Man it seems like the reception to Skyrim VR is overwhelmingly positive. Seems like a killer app surprisingly. Sony about to sell a lot of VR headsets off this game and the black friday deals.
