I use Final Cut Pro and Adobe Premiere. A lot of people use Davinci Resolve and praise it for its color grading tools. (They have a free version but I believe it's limited to 1080p max export).
Premiere has a bunch of luts that comes with it, but as an NLE I prefer Final Cut Pro overall. The software is WAY more optimized and the interface is much more user friendly IMO.
Premiere has a TON of functionality. They have tweaks for every single thing you could ever think of.
Make sure you're getting your images right in camera first. Luts are for stylizing, not for fixing anything. I personally only use a light touch when applying a lut. I dial it down to about 30% or less. I do a lot of manual color grading and exposure corrections as necessary before throwing on any luts, and even then, I don't use them every time; only when I'm trying to achieve a certain look.
Resolve allows 4K exports in the free version

Are you talking about editing images or video?
Right now just images but I plan to start shooting video.

I signed up for a trial of the current PS and Lightroom but ima cancel in like a day and find a early version that's not cloud based

Download Capture One Express (for Sony)

That's free and made for Sony Cameras.

Also, 'LUTS' are used in video editing, for images you're looking for presets that you can apply to images while editing.
