Yeah, Dark Army works for White Rose, who is the Minister Of State Security in China. That's basically the Chinese equivalent of the head of the CIA in America.

Matter of fact The Dark Army is based on real life state funded Chinese hackers:

The new guy works for The Dark Army, and this is just my opinion, but he seems to be a Saul Goodman "solve your problems" type all purpose character.
