Actually the avg American's federal tax rate is about 12%

Obama and first lady Michelle Obama gave 21.8 percent of their income to charitable organizations last year, donating $172,130 out of the $789,674 they made.
Biden and his wife, Jill, gave 1.5 percent of their income away in 2011, with charitable donations totaling $5,540 out of $379,035.

From AIDs Action to the Wright Museum, Romneys charities of choice are diverse; in fact, through 2010 the Tyler Foundation had made grants to nearly 100 distinct organizations. Many of the grants have gone to youth programs or health related charities. Of the bunch, the following are Mitt Romneys top 10 favorite philanthropic targets in terms of total dollars awarded by the Tyler Foundation since 2000:

Romney’s wife, Ann, was in attendance, and the candidate spoke of the concern he had for her when her plane had to make an emergency landing Friday en route to Santa Monica because of an electrical malfunction.
“I appreciate the fact that she is on the ground, safe and sound. And I don’t think she knows just how worried some of us were,” Romney said. “When you have a fire in an aircraft, there’s no place to go, exactly, there’s no — and you can’t find any oxygen from outside the aircraft to get in the aircraft, because the windows don’t open. I don’t know why they don’t do that. It’s a real problem. So it’s very dangerous. And she was choking and rubbing her eyes. Fortunately, there was enough oxygen for the pilot and copilot to make a safe landing in Denver. But she’s safe and sound.”
