Usher would do Chris Brown very bad in a Verzuz.
They hinted at it, but didn't go all the way. Usher makes memorable music, that transcends generations. A lot of Chris Brown hits are cringe pop songs that sound dated and would not hit on a Verzuz stage. And let's not get into live singing. Ain't enough front flips in the world for Chris Brown to match Usher.

If both artists are still making hits I don't see why they wouldn't be able to go against each other. The divide isn't as wide as you'd like to believe, it's not LL Cool J vs Drake or Bobby Brown vs Usher for example.
