Honestly it looked like they both did from the over head view.
I haven't seen it yet but it's real 50/50 when you see both onboards. It doesn't look like Sainz turns left, and it also doesn't look like Perez turns right. Based on the track map there's a slightly left curve on that straight so it's deceptive on who does what.

From Sainz's onboard he goes straight. From Perez's onboard, the trajectory of Sainz is going to cause a collision if neither moves. I retract my earlier blame, I think it's a racing incident.
