Commercially for UEFA you have to give them a slap on the wrist. Is it right? No but I understand. TV companies already let you know what time it is during the pandemic with no games. And now you add your 2 biggest TV markets outside of Real and Barca which is Liverpool and United. The only thing you can do is stagger ban them over a 2-3 year period or take prize/tv money off them
