It's the equivalent to a defender goaltending a shot after a shooter is fouled. However, it's determined that the player was NOT in the act of shooting.

The goaltend didn't happen.

Michigan's qb is fukkin legit. But when did they stop using jumbo formations and pounding the ball?

TCU let one big run happen on the first drive of the game and basically sold out to stop it from that point on, mostly to success.

They forced McCarthy to try to beat them -- they bombed on TCU's safeties A LOT with playaction -- and Michigan's defense wasn't up to the task of keeping the score manageable.

man, the refs had a bad night today. I think there was an illegal forward pass there, that was targeting and they missed both of those calls

I think that's why they ended up going with the no call. The hit happened after the illegal pass, and if ignoring that to give Michigan the ball back, another set of downs, 15 yards, AND suspendinf the player for the first half of the next game would've been too much.
