I get what your saying but at least with 32 teams the group stage is a lot “cleaner”. The lucky loser format makes for a drab 3rd match-day. With 32 teams you will still need a R16 regardless.

I get what you are saying by making it 32 you get rid of the best 3rd place teams going through, which don't deserve to go through anyway, but it just drags the tournament out and makes it boring until the QF

Portugal won the whole thing in '16 with finishing 3rd in their group, didn't win a game in normal time until the semis, so I think didn't deserve to be anyway near the knockout stages, let alone win it

UEFA would probably prefer 32 as well as it brings extra money in for them, but for me I prefer it when it 16
