Keep in mind Marvel comics are only allowed to use Shuma-Gorath because they publish the Conan The Barbarian comics. Shuma-Gorath isn't a Marvel creation or, as far as I know, owned by them.
Now, does the comic rights extend to the big screen as well? No idea.
So that might be Shuma-Gorath but they had to change the name for the movie.

However, that might not translate to cinematic rights for the character. So they might be using Shuma-Gorath, but calling him Gargantos.

Only reason I'd believe that's actually Shuma is if he's a one off villain. Now do I personally believe that's him? No I think that's Gargantos and Shuma will appear in his real form at the end of the film to battle Dr. Strange and Wanda maybe. Shuma is too big of a threat to be treated like some phase 1 MCU one off villain
