Canelo doesn't care about that. He says he fights for honor & pride...not money:

Well, his honor is gonna take a huge hit if he doesn't face lil g. People would still be interested in his fights, but ducking lil g (if it happens) will hang over his head.....just like people always use SOG against lil g.

Doesn't really matter tbh once he fights 97g and stops him another boogeyman will appear. No matter who he fights messicans will bytch and moan...... yet still buy his ppvs and show up to his fights.
It wasn't a true promotional build though. Honestly the first time that HBO actually started acting like they want to build excitement for this fight was at the Canelo/Khan PPV.This fight has been building since Canelo vs Cotto though....we thought it was happening next, but then Canelo and Lil g negotiated the voluntary defenses (Wade & Khan) and then were supposed to fight in September 2016. Nowhere was 2-3 fights down the line AFTER my voluntary was discussed until now supposedly.
This also keeps lil g at Middleweight until late 2017 - early 2018 because he's "negotiated this with Canelo" which means nobody that supports Canelo could say anything about lil g not moving up either

It is quite peculiar that there was not this large of an uproar over the fact that Golovkin basically ducked Andre Ward.
