well in that case it might be time for changes
WBA - Make Keith champ in recess or whatever; elevate Lucas Matthysse to full WBA Welterweight champion..one sanctioning body one weight class one champion
WBC - make Keith champ in recess or whatever...as far as i know there's no interim champ..that would leave swift and porter as 1 and 2 with vargas as 3 but can take over one those ratings IF he beats up Broner...whichever 2 let them fight for the interim title and keep it moving until Keith is ready to fight or (if he doesnt want to fight) elevate who gets the interim title to full champion
