He had Gus do that. Gus the twins and Victor. Gus used the twins to start a war with the DEA. Gus killed Bolsa to prevent him from learning the truth and Walt manipulated Victor into doing that stupid cook and wasting Gus time and product . This show is great at showing process and Nacho had one of the best scenes of the whole series when he was practicing replacing Hector's pills and had to swap them out just right
. Camera placement remains impeccable like when Nacho descended into the oil 
.

He did everything he possibly could to ensure his father's safety and then ended it himself when there was no other option. Total respect to Nacho, both character & actor, across these seasons to make that hit as hard as it did.
