You left out a key part of what Gus said.

He said "why would I do this, how would it serve me?" when asked why he would tell the cousins to attack Hank.

At face value it doesn't make sense, which is why Juan Bolsa was confused. Because the DEA targeting the cartel = no product across the border = Gus loses money.

But we know Gus has a lab. Bolsa doesn't.
