I don't think Surf's issue is against top vs mid-tier at all like it is for JJDD or DNA. I think it's preparation/focus issue.

Surf is not at all a battler I put in the category of "Can't beat big names" types.

Seems like he focuses too much on trying to sell a fight he may lose in. He wants to “market” the battle more than work on the prep for it.
