I wouldn't call JC or Chilla "Punchline" rappers. But to answer your question, it's just the era we're in where bars supersede everything.

I kind of see why you say this, but I don't think I fully agree. We got a lot of bars over everything people, and stale nikkas like Chilla.. but the performers still rock rooms and legitimize cards for the lay-fan.
Shine (when he doesn't act a bytch) still pulls the audience in with performance.
Surf's style is all over the place and he most certainly does not have the type of bars we're talking about, yet he's a big name in battlerap
Tay Roc is sitting on the throne and.. well, you know
People still cape for Rex, want to see Hitman badly, love Sug, Head Ice, etc.

The bar dude flame up and flame out, and so then do their fanbaes. The old guard dudes' longevity kind of shows that the bars-over-everything mentaility isn't really in control.
